OpenAI’s Model Spec, Mistral’s weights and AWS investment define October 29
OpenAI revises the principles behind its Model Spec
OpenAI published an updated Model Spec on October 29, reorganizing its public guidance for model behavior around five values: faithfulness to human intent, harm minimization, honesty and transparency, human agency, and care. The company says the revision is meant to help models exercise judgment in situations where instructions alone do not settle what to do.
The update is guidance for how OpenAI wants GPT systems to behave, rather than a claim that every current model already meets that standard. OpenAI says the Spec retains firm boundaries while treating many other behaviors as defaults that developers and users can override. It also retires much of the prior detailed style guidance, arguing that style should adapt to context and user preference.
The important operational detail is the emphasis on intent and oversight. The revised document describes a hierarchy in which OpenAI sets boundaries, developers direct applications within them, and users direct the model’s work. Reuters likewise characterized the announcement as a revision of the company’s public behavior roadmap. Whether the new framing produces measurably different behavior will depend on subsequent model releases and independent testing.
Mistral releases the weights for Large 4
Mistral released the weights for its updated Mistral Large 4 model, also called Le Chonk, after an earlier public preview. The company describes it as a one-trillion-parameter multimodal mixture-of-experts model and says it can now be downloaded, deployed and customized by users on their own infrastructure.
Mistral says three additional weeks of reinforcement learning improved coding and defensive-security results. It reports a 48% score on the Artificial Analysis Coding Agent Index while using 47% fewer tokens per task than a named competing open-weight model, and a 51% score on the Artificial Analysis Cyber Index. Those figures are Mistral’s reported benchmark results and should be tested against a buyer’s own tasks, hardware and security controls.
The release is open-weight, not unrestricted in every commercial setting. Mistral says the Ecosystem Open-Weight license permits use, modification, fine-tuning and commercialization, but requires a separate commercial license for businesses operating a model-as-a-service offering. It also says specialized cyber-focused variants are limited to vetted partners and controlled, authorized testing. That distinction matters: downloadable weights create more deployment control, but do not remove the need for safeguards or licensing review.
Amazon reports faster AWS growth as spending remains central
Amazon reported third-quarter AWS net sales of $46 billion, up 39.3% year over year, which it described as its fastest growth in nearly five years and an annualized revenue run rate of $184 billion. The company attributed the momentum to investment in functionality and infrastructure, and said it expects AWS revenue growth above 40% in both 2027 and 2028.
The result also puts the cost side of the AI buildout in clearer view. Amazon’s overall quarterly release reported net sales of $201.9 billion, up 12%, while AP reported that investors remained focused on the company’s heavy AI infrastructure spending and its cautious fourth-quarter outlook. Amazon’s expectations for future cloud growth are forward-looking statements, not booked results.
For AI customers, the signal is less about a single model release than the capacity market beneath them. AWS demand is accelerating, but the capital required to build it is still a live business constraint. Revenue growth alone does not resolve the questions of energy, financing or whether each new data-center investment will deliver the returns companies project.
